In particular, Azerbaijani Foreign Minister Elmar Mammadyarov and Turkmen Minister of Education Mämmetmyrat Geldinyýazow signed a memorandum of understanding between the Institute of Control Systems of the Azerbaijan National Academy of Sciences and the Institute of Seismology and Atmospheric Physics of the Academy of Sciences of Turkmenistan.
Currently, in order to implement the Memorandum of Understanding at the current stage of cooperation, it is envisaged to create a network of stations equipped with modern industrial computers and communication equipment in the territories of the Republic of Azerbaijan and Turkmenistan, in particular in the Caspian Sea region, and technologies for using the network of stations as a seismic warning system.
On 29 July 2020, the leading newspaper of Turkmenistan Neutral Turkmenistan published the article "Turkmenistan and Azerbaijan: Cooperation of Scientists" on Turkmen-Azerbaijani scientific relations by Svetlana Akhmedova, Academic Secretary of the Institute of Seismology and Atmospheric Physics of the Academy of Sciences of Turkmenistan.
According to the program "Reducing seismic risk in seismic zones of Turkmenistan" approved on 23 January 2019 and the order of Gurbanguly Berdimuhamedow dated 1 February 2019 on the development of international scientific and technical cooperation with the countries of the Caspian region, Turkmen seismologists accepted the proposal of the Institute of Control Systems of ANAS to create an intelligent system allowing to determine the probability of occurrence of earthquakes during the period of anomalous seismic processes based on the data received by RNM ASP stations.
A lot of work was carried out before the signing of the Memorandum of Understanding between Turkmenistan and Azerbaijan. Specialists of the Institute of Seismology and Atmospheric Physics of the Academy of Sciences of Turkmenistan got acquainted with the work of Azerbaijani stations and analyzed the possibility of creating such a warning system in Turkmenistan. Scientists from the two countries previously took part in the discussion of the results of experiments on observing anomalous seismic processes. In Turkmenistan, a site was selected for one (RNM ASP) station and an RNM ASP station was built, collaborative experiments were conducted to demonstrate the effectiveness and data of seismic acoustic station, and it was decided to determine the location for building several stations forming a single early warning system.
Scientists from the two countries plan to carry out work to build the network of RNM ASP stations in Turkmenistan after the end of the COVID-19 coronavirus pandemic.
